Sir Thomas Munro, 1st Baronet, the celebrated Governor of Madras whose administrative reforms shaped British India, appears in this 1819 portrait at the National Portrait Gallery. Munro"s ryotwari system of land revenue—collecting taxes directly from peasant cultivators rather than through intermediaries—became the foundation of British administration across southern India. His death from cholera in 1827 during a tour of the Ceded Districts made him a martyr to colonial service.
